    Odisha govt lost Rs 864.45 crore mineral revenue during 2015-22: CAG report

    The Odisha government has "lost revenue of Rs 864.45 crore" from minor mineral sources during the financial years 2015-16 to 2021-22, the Comptroller and Auditor General of India (CAG) said in its latest report. In its audit report on collection of revenue from minor minerals, the CAG said the government failed to collect Rs 864.45 crore towards the District Mineral Fund (DMF) and Environment Management Fund (EMF) on royalty from minor minerals supplied by contractors and used in public projects without valid transit passes amounting to Rs 4,624.58 crore. The authorities in charge of public projects deducted royalty amounting to Rs 4,624.58 crore from the bills of contractors or project executants due to non-production of valid transit passes and purchase receipts in support of procurement from authorised sources.     Delhi govt tightens pollution control measures; announces EV push

    Chief Minister Rekha Gupta announced in the assembly on Wednesday that the Delhi government will introduce a new policy for issuing Pollution Under Control (PUC) certificates to vehicles from other states, in a bid to tackle air pollution. The move comes in response to the Comptroller and Auditor General (CAG) report titled 'Vehicular Air Pollution in Delhi', which flagged lapses in the national capital's pollution control mechanisms. Gupta also announced a significant expansion of electric vehicle (EV) charging infrastructure in Delhi, stating that by 2026, the city will have 48,000 charging points18,000 government-operated and 30,000 semi-private. Additionally, six new air quality monitoring centres will be set up to improve pollution tracking and enforcement.     Delhi's worsening air pollution has been exacerbated by lapses in its pollution control mechanisms, including irregularities in the issuance of PUC certificates, unreliable air quality monitoring systems, and poor enforcement of pollution control measures, according to a CAG report tabled in the Assembly on Tuesday. The report on 'Vehicular Air Pollution in Delhi', tabled by Chief Minister Rekha Gupta, highlighted major policy gaps and weak enforcement and poor coordination among agencies as key reasons behind the worsening pollution scenario in the national capital. More than 1.08 lakh vehicles were issued pollution under control (PUC) certificates despite them emitting carbon monoxide (CO) and hydrocarbons (HC) beyond permissible limits, the reports said. In many cases, multiple vehicles were issued certificates at the same time, sometimes within a minute of each other, it said.     Forest areas encroached in 25 states, MP, Assam worst affected: Govt report

    Over 13,000 sq km of forest area, more than the total geographical area of Delhi, Sikkim and Goa combined, is under encroachment in 25 states and Union Territories, according to data submitted by the Union Environment Ministry to the National Green Tribunal. Last year, the NGT took suo motu cognisance of a PTI report that cited government data showing that 7,50,648 hectares (or 7,506.48 sq km) of forest area -- more than five times the size of Delhi -- was under encroachment in India. In April last year, the NGT had directed the ministry to compile the details of encroachment of forest areas in all states and Union Territories in a prescribed format. In a report submitted to the NGT last week, the ministry said that as of March 2024, a total of 13,05,668.1 hectares (or 13,056 sq km) of forest area was under encroachment in 25 states and UTs that have provided data so far.
