CAG report highlights lapses in Delhi's pollution control measures

Delhi's worsening air pollution has been exacerbated by lapses in its pollution control mechanisms, including irregularities in the issuance of PUC certificates, unreliable air quality monitoring systems, and poor enforcement of pollution control measures, according to a CAG report tabled in the Assembly on Tuesday. The report on 'Vehicular Air Pollution in Delhi', tabled by Chief Minister Rekha Gupta, highlighted major policy gaps and weak enforcement and poor coordination among agencies as key reasons behind the worsening pollution scenario in the national capital. More than 1.08 lakh vehicles were issued pollution under control (PUC) certificates despite them emitting carbon monoxide (CO) and hydrocarbons (HC) beyond permissible limits, the reports said. In many cases, multiple vehicles were issued certificates at the same time, sometimes within a minute of each other, it said. Forest areas encroached in 25 states, MP, Assam worst affected: Govt report

Over 13,000 sq km of forest area, more than the total geographical area of Delhi, Sikkim and Goa combined, is under encroachment in 25 states and Union Territories, according to data submitted by the Union Environment Ministry to the National Green Tribunal. Last year, the NGT took suo motu cognisance of a PTI report that cited government data showing that 7,50,648 hectares (or 7,506.48 sq km) of forest area -- more than five times the size of Delhi -- was under encroachment in India. In April last year, the NGT had directed the ministry to compile the details of encroachment of forest areas in all states and Union Territories in a prescribed format. In a report submitted to the NGT last week, the ministry said that as of March 2024, a total of 13,05,668.1 hectares (or 13,056 sq km) of forest area was under encroachment in 25 states and UTs that have provided data so far. Delhi govt to enforce ban on refuelling overaged vehicles from April 1

The Delhi government is gearing up to enforce a ban on refuelling overage petrol and diesel vehicles in the city starting April 1. Over 80 per cent of filling stations across the city will be equipped with devices to identify deregistered vehicles. The automatic number plate recognition (ANPR) cameras installed at petrol pumps will be capable of detecting both overaged vehicles and those lacking a valid Pollution Under Control (PUC) certificate, officials said. Delhi has around 500 fuel pump stations, and the new systems are being implemented at these locations. When a vehicle that does not comply with the regulations comes in for refuelling, the system will flag it, prompting attendants to refuse refueling, officials added. Delhi to install six new air quality monitoring stations for winter: Sirsa

As part of a broader strategy to tackle the expected winter pollution peak, the Delhi government will install six new air quality monitoring stations across the national capital over the next three months, Environment Minister Manjinder Singh Sirsa said. In an interview with PTI on Wednesday, Sirsa said, "This winter, we will ensure that Delhi sees more clean air days, and we are already working to minimize pollution. We will not wait until winter to take action. Our work to purify Delhi has already started, and as part of this, we will also add new ambient air quality monitoring stations."
